Who is driving downed US spy-satellite?

HIMEOBS is driving downed US spy-satellite, according to an email from "Agent Rapier" that I recieved earlier today.

For those of you who don't know, a 10,000 pound US satellite is falling out of the sky, and is expected to land somewhere in the USA, with all its wonderful variety of toxic chemicals over the place.
